IMPORTANT CHANGES IN THE NEW
2006 VERSION OF POR (Policy, Organisation & Rules)
There have
been a number of new changes introduced in the January 2006 version of POR,
the most significant of which relate to the ratios of adults to young people
in each section. The ratios in the Beaver & Cub Scout sections have changed,
and a new ratio has been introduced for nights away in the scout section.

It should
be noted that whilst flexibility has been increased, clearly a proper risk
assessment should be carried out before a meeting, activity or event, to
ensure a safe ratio is always in place.
Beavers
Other than two adults being present there is no minimum ratio of adults to
Beaver Scouts set for regular indoor Colony meetings, but Leaders should
arrange for sufficient adults (aged 18 or over) to ensure a safe meeting
environment for the operation of the Colony, which may vary depending on the
programme.
The minimum ratio for outdoor activities and sleepovers is 1 adult to 6
Beaver Scouts plus the Leader in charge.
Cubs
Other than two adults being present there is no minimum ratio of adults to
Cub Scouts set for regular indoor Pack meetings, but Leaders should arrange
for sufficient adults (aged 18 or over) to ensure a safe meeting environment
for the operation of the Pack, which may vary depending on the programme.
The minimum ratio for outdoor activities and nights away events is 1 adult
to 8 Cub Scouts plus the Leader in charge.
Scouts
Other than two adults being present there is no minimum ratio of adults to
Scouts set for regular indoor Troop meetings, but Leaders should assess the
risk and arrange for sufficient adults (aged 18 or over) to ensure a safe
meeting environment for the operation of the Troop, which may vary depending
on the programme being delivered.
For a nights away event led by a NA Permit holder, the minimum ratio is 1
adult to 12 Scouts, plus the Leader in charge.
